1. Accueil
UG accueille les membres du Bureau à Zürich et félicite PS et les collègues de l'Association suisse des historiens d'art (VKKS/ASHHA) pour le très beau colloque sur Crisis : Art and Decision, qui a soulevé tant de questions importantes et de débats. Il souhaite la bienvenue à CMa, organisatrice du colloque de Rio (Août 2015) et à QH représentant le comité d'organisation du congrès de Pékin sous la direction de LZ.
2. Approbation des minutes de Marseille (Juin 2014)
Les minutes de la réunion du Bureau de Marseille, du 25-27 juin 2014, sont approuvées à l’unanimité.
3. Rapport moral et bilan scientifique 2014 du Président Ulrich Grossmann
Le rapport rendu à l’Assemblée Générale de Marseille en 2014, annonçait les colloques du CIHA de 2015 et 2016.
Malheureusement, le colloque proposé par JA à Melbourne en avril – UG avait proposé de l’organiser en février de cette année -, ne pourra être réalisé à aucune de ces deux dates. Il le regrette beaucoup; toutefois, les membres du CIHA se rencontreront cette année à Rio de Janeiro et à Rome, puis au printemps prochain à Bruxelles. UG regrette également que le colloque évoqué avec la Pologne ne puisse pas être réalisé. Les collègues de Cracovie et de Gdansk ont été dans un premier temps enchantés par cette idée, mais n’ont pas donné suite. Un tel projet pourra peut-être se réaliser à une date ultérieure.
UG en vient maintenant à l'ordre du jour des Congrès du CIHA. Il y aura une pré-conférence en septembre 2015 à Pékin. Après la publication officielle de l’appel à communication, UG a discuté avec le comité d’organisation à Pékin des questions d’organisation telles que les frais de déplacement etc.
En même temps, UG a demandé aux collègues du Brésil et d'Italie de préparer les documents nécessaires, afin de donner une confirmation officielle du congrès de 2020 sur la base de la décision déjà prise à Marseille. Encore plusieurs formalités, résumées dans une lettre de Ruth Phillips de 2007, doivent être remplies. Il serait sans doute nécessaire de réviser la lettre qui sert de guide pour les Congrès du CIHA et de mettre ces informations sur le site web.
UG souhaite également souligner que le site du CIHA est désormais en parfait ordre de marche ; la coopération entre Paris et Mexico a très bien fonctionné, il ne reste rien des difficultés initiales. Dans ce contexte, il remercie chaleureusement TD et ses collègues, ainsi que Claude Constant au Mexique pour tous leurs efforts.
En tant que président du CIHA, UG a été élu en 2015 jusqu’en 2019 au Bureau du CIPSH, après JA, pour représenter le CIHA. Le CIPSH est directement associé à l’UNESCO et les membres du Bureau du CIPSH se rassemblent une fois par an. La prochaine réunion du Bureau aura lieu à Pékin en décembre 2015. En 2017, une conférence du CIPSH sera organisée à Bruxelles.
En tant que représentant du CIPSH, UG a été nommé pour élaborer un cadre pour la protection des musées pour l’UNESCO – le comité de travail se réunira en mai 2015. Il fera un rapport sur ces questions à Rome.
4. Rapport du trésorier
Le rapport des comptes présenté par le trésorier PS, a été voté et approuvé. La question du paiement de la cotisation du CIHA au CIPSH (UNESCO) est discutée par le Bureau. PS rappelle que le CIHA paie davantage au CIPSH qu'il n'en reçoit. TD rappelle qu'à la dernière réunion du CIPSH à Paris, les 14 et 15 octobre 2014, au siège de l'UNESCO, il avait dit que le CIHA adoptait une position d'attente : suspension du paiement de la cotisation dans l'attente d'y voir plus clair sur les orientations et les actions futures du CIPSH. Il avait également souligné que le CIHA entendait bien participer intellectuellement à la future rencontre internationale sur la place des humanités dans la société contemporaine, prévue à Bruxelles en 2017. TD propose une motion de suspension du paiement de la cotisation au CIPSH avec participation active aux processus de réflexion pour Bruxelles 2017. Elle est adoptée à l'unanimité.
5. Rapport sur le Congrès de Pékin en 2016 par LZ
LZ rappelle qu'un contrat de coopération a été passé entre la Central Academy et l'Université de Pékin pour l'organisation du congrès. Le secrétariat scientifique du CIHA a adressé deux lettres à Fan D'ian, président de l'Academy et au vice-président.
a) La pré-conférence des présidents de session se réunira les 15 et 16 septembre 2015 avec tous les présidents de session internationaux, les présidents de session chinois et les juniors plus une dizaine de membres du bureau du CIHA. Le Bureau doit désigner parmi ces membres ceux qui se rendront à Pékin et recevront une lettre d'invitation.
Agenda:
- Lundi 14 Septembre : arrivée.
- Mardi 15 Septembre : rencontre et discussion des présidents de session. Rapport des sessions (statut, liste des noms, questions et difficultés etc.).
- Mercredi 16 Septembre : réunion d’organisation et d’administration des sessions. Discussions libres, rencontre et visite par les présidents de sessions. Réunion du CIHA et du CIHA-China.
- Jeudi 17 Septembre : visites des sites.
- Vendredi 18 Septembre : départ.
b) Le nouveau gouvernement chinois a souhaité que tout projet international soit aussi considéré comme projet national.
Au départ, ce Congrès devait être le premier à se tenir au nouveau Musée national de Chine (qui sera le plus grand du monde) construit par l'architecte Jean Nouvel. Le chantier est juste derrière le stade olympique (le "Nid"). Avant que ce musée ne soit fini, le gouvernement a changé et les nouvelles idées ont dû attendre. Certains ne trouvaient pas l'architecture assez chinoise, et on a demandé à Nouvel de faire un toit de pagode comme pour un temple, alors qu'il avait conçu le musée comme un trait de pinceau horizontal. Comme il est très malin, il a proposé d'inscrire le toit en négatif sous la forme d'un tracé et d'une ouverture dans le toit. Malheureusement, le musée ne sera pas fini d’ici le Congrès, mais il y a plein d'autres lieux très grands, comme le Centre des Congrès où il y a à la fois des salles de conférences et des résidences hôtelières, et d'où il est facile d'aller au centre-ville. C'est d'ailleurs là que se tiendra la pré-conférence.
LZ aborde maintenant l'organisation du congrès de 2016 :
− Agenda :
- 15-16 septembre 2016 pour les 7 premières sessions
- 17-18 pour les 7 suivantes
- les 20-21 pour les 7 dernières,
- le lundi 19 étant réservé pour une visite spéciale des palais, le jour de fermeture au public.
− Environ 250 intervenants sont attendus (donc 10 à 15 intervenants par session), sans compter les jeunes chercheurs dont ceux d'Amérique latine et des pays en voie de développement seront financés, notamment par le Getty.
− Il y aura des aides financières au voyage et au séjour pour tous les intervenants. Les frais de déplacement et d’hébergement des présidents de session internationaux et les juniors (résidant hors de la Chine) seront financés par la fondation du Getty. Pour ceux qui résident en Chine et pour les membres du CIHA, ces frais seront couverts par le CIHA-China. Le comité chinois va réserver les hôtels pour tous les présidents de sessions (à l’exception des résidents chinois) et pour les membres du CIHA. Les présidents de sessions peuvent réserver les billets d’avion par eux-mêmes et obtenir le remboursement à Pékin. Le remboursement sera de : 1530 $ pour l’Amérique du Nord ; 1300 $ pour l’Europe ; 2900 $ pour l’Amérique du Sud ; 810 $ pour les autres régions.
Ces aides s'ajouteront à ce que leurs centres de recherche et leurs universités pourront proposer aux intervenants retenus, alors que les présidents de session, eux, seront entièrement financés.
− Le principe qui sera adopté pour les communications orales sera le suivant : on peut parler dans sa langue maternelle, mais on doit fournir le texte en anglais. Il y aura 3 écrans : un pour la projection des images, un pour un Powerpoint en anglais avec le texte et un pour le Powerpoint en chinois.
Un échange suit l'exposé de LZ. TD pose la question de la date limite pour l'appel à communication qui est fixé à la fin juin 2015. MC propose que si l'on manque de propositions, le délai puisse être prolongé. TD demande si actuellement le comité chinois a reçu beaucoup de propositions. LZ répond qu'elles ont été déjà très nombreuses. UG voudrait que l'on sache assez vite dans quelle section on peut recevoir de nouvelles propositions.
Concernant la pré-conférence, UG propose de demander aux membres du Bureau lesquels pourront se rendre à Pékin. Il précise aussi qu'il va rencontrer l'ambassadeur de Chine en Allemagne et qu'il pourra lui parler du congrès.
PS rappelle que pour les colloques, comme celui de Rio, l'usage est que dans la mesure du possible les membres du Bureau demandent à leurs institutions de financer leur voyage.
6. Colloques 2015
a) Brésil : CM informe le Bureau que pour le colloque New Worlds : Frontiers, Inclusion, Utopias, 96 propositions de communications ont été reçues. 33 intervenants ont été sélectionnés dont 30 internationaux et seulement 3 Brésiliens. TD se réjouit de cette grande ouverture. Beaucoup de doctorants venant du Mexique, de la Colombie, et naturellement du Brésil, y participeront. 20 doctorants d'Amérique latine seront financés par le Getty. La Terra Foundation participe aussi très généreusement à l'organisation de l'événement. Il y aura 7 conférenciers invités.
Le colloque aura lieu du 25 au 28 Août 2015, en parallèle avec le congrès du CBHA (Comité Brésilien d'Histoire de l'Art) qui commencera un jour plus tôt, du 24 au 29 Août.
Les intervenants seront logés dans le même hôtel, à deux stations de métro du lieu du colloque. Les collègues argentins et colombiens ont participé, ainsi que certains collègues européens, au comité d'organisation. Il y aura plusieurs événements en lien avec le Goethe Institut et la Dacos House. Les actes seront publiés grâce à l'aide de la Terra Foundation.
b) Rome : CC et MF présentent le colloque The Silence of Images. Theories and Processes of Artistic Invention, qui se tiendra les 11 et 12 décembre 2015 dans le cadre d'un partenariat entre l'Université La Sapienza, le MAXXI (Musée national des arts du XXI siècle), le Kunsthistorisches Institut et le Cabinet des dessins du Musée des Offices de Florence. Le programme est très riche et articule plusieurs périodes historiques. Une réception aura lieu au Vatican.
7. Statuts et organisation du CIHA
TW fait circuler une feuille récapitulant les réactions aux propositions de modification de la rédaction des statuts, mais le Bureau décide à l'unanimité d'en reporter l'examen et le vote à sa prochaine réunion qui aura lieu en décembre 2015 à Rome, à l'occasion du colloque organisé par le comité italien.
8. Questions diverses

1. Welcome
UG welcomes the members of the Bureau in Zürich and congratulates PS and the colleagues of the Swiss Association of Art Historians (VKKS/ASHHA) for the beautiful colloquium Crisis: Art and Decision, which raised many important questions and debates. He welcomes CMa, organizer of the colloquium of Rio (in August, 2015) and QH representing the organizing committee of the Beijing Congress under the direction of LZ.
2. Approval of the minutes of Marseille (June 2014)
The minutes of the Bureau’s meeting of Marseille, June 25-27th 2014, are unanimously approved.
3. Moral report and scientific review 2014 of President Ulrich Grossmann.
The report rendered at the General Assembly in Marseille in 2014, dealt first and foremost with the CIHA-colloquia 2015 and 2016. These colloquia were also the key issue of the president’s work.
Unfortunately, the colloquium proposed by Jaynie Anderson to take place in Melbourne in April – UG had suggested to hold it already in February this year– could not be realized at none of both dates. He certainly regrets this very much, on the other hand we will still meet this year in Rio de Janeiro and in Rome and in spring next year in Bruxelles. These are much more CIHA conferences within a short period than ever before.
UG regrets that the colloquium that he suggested for Poland could not be realized. The colleagues of Cracow and Gdansk were first delighted by the idea, however, no further action from their side followed. Maybe, such a project can be realized at a later date even if Poland is not the only country little represented on the CIHA map.
In view of the great congresses, UG would like to point to the agenda of Beijing, the same also applies to this year’s preconference in China. After the official publication of the call for papers he has discussed in the first place with the organization committee in Beijing organizational matters such as travel expenses etc.
Meanwhile, UG has already asked the colleagues from Brazil and Italy to prepare the necessary application documents for holding a CIHA congress in order to give an official confirmation of the congress 2020 based on the decision already taken in Marseille. Still several formalities summarized in a letter Ruth Phillips sent to him in 2007 have to be fulfilled. Maybe, it would be a good idea to review the letter mentioned as a guideline for great congresses and to put this kind of information on our website accordingly.
UG would also like to mention that the homepage functions very well now; the cooperation between Paris and Mexico has worked out perfectly – nothing is left from the initial difficulties. In this context, he would like to cordially thank Thierry Dufrene and his colleagues, as well as Claude Constant in Mexico for all their efforts.
As CIHA-President, UG was elected for the election term 2015 until 2019 into the Board of CIPSH following Jaynie Anderson as a representative of CIHA. CIPSH is directly associated to the UNESCO and the board members of CIPSH convene once a year. During the election period always one conference is held. The next board meeting will be in Beijing in December 2015.
For 2017, a CISPH-conference is planned for Bruxelles, UG will report to the CIHA Board and the member associations in case of any applications for papers. As a representative of CIPSH, UG has been appointed to elaborate a standard setting-instrument on the protection and promotion of museums for UNESCO– the working committee will meet in May this year. He will report more about this issue in Rome.
4. Treasurer’s Report
The report of the accounts presented by the treasurer PS was voted and approved. The Bureau has discussed the question of the payment of the contribution of the CIHA to the CIPSH (UNESCO). PS recalls that CIHA pays more to the CIPSH than it receives from it. TD recalls that at the last meeting of the CIPSH in Paris, on October 14 th and 15 th 2014, in the office of the UNESCO, he had said that the CIHA adopted a stat of waiting: suspension of the payment of the contribution waiting to see more clearly on the orientations and the future actions of the CIPSH. He had also underlined that the CIHA intended to participate intellectually in the future international meeting on the role of humanities in contemporary society, held in Brussels in 2017. TD proposes a motion to suspend the payment of the contribution CIPSH with active participation in the process reflection to Brussels 2017. It was adopted unanimously.
5. Report on the Beijing Congress 2016 by LZ
LZ reminds that a cooperation contract was signed between the Central Academy and the Beijing University for organizing the congress. The scientific secretariat CIHA sent two letters to Fan D’ian, president of the Acadamy and the vice president.
a. The pre-conference of the chairs will meet on September 15 th and 16 th 2015 with all international chairs, Chinese chairs and juniors, with ten members of CIHA Bureau. The Bureau has to indicate among these members those who will go to Beijing and will receive an invitation letter.
Diary:
- September 14 th Monday: arrival
- September 15 th Tuesday: session chairs’ meeting and discussions. Reports by sessions (current status, name lists, questions and difficulties etc.).
- September 16 th Wednesday: meeting of academic organization and administration of sessions. Free discussions, meeting and visiting by session chairs. Meeting of CIHA committee and CIHA-China committee.
- September 17 th Thursday: site visits.
- September 18 th Friday: departure.
b. The new Chinese government wished that any international project is also considered as national project.
At first, this Congress had to be the first one to be held to the new national Museum of China (which will be the biggest of the world) builds by the architect Jean Nouvel. The site is just behind the Olympic Stadium (the “Nest”). Before this museum is finished, the government changed and the new ideas had to wait. Some were not enough Chinese architecture, and was asked to make at Jean Nouvel to make a roof of pagoda like a temple, while he had conceived the museum as a line of horizontal brush. As he is very clever, he proposed registering the roof in negative in the form of a path and an opening in the roof. Unfortunately, the museum will not be finished by the Congress, but there are lots of other big places, as the Center of the Congresses where there are both conference place and hotel residences, and where from it is easy to go to the city center. It is moreover there that will be held the pre-conference.
LZ approaches now the organization of the 2016 Congress:
− Diary:
- September 15-16 th 2016 for the first 7 sessions
- 17-18 th for the 7 following ones
- 20-21th for the 7 last ones
- Monday 19 th being reserved for a visit of palaces, the day of closure to the public.
− Approximately 250 speakers are expected (thus 10 to 15 speakers by sessions), without counting the young researchers including those of Latin America and the developing countries will be supported, in particular by the Getty.
− There will be financial supports to travel and stay for all speakers. The costs of travel and hosting of the international chairs of sessions and the juniors (living outside China) will be financed by the foundation of Getty. For those who live in China and for the members of the CIHA, these expenses will be covered by the CIHA-China. The Chinese committee is going to reserve hotels for all the chairs (with the exception of the Chinese residents) and for the members of the CIHA. The chairs can reserve plane tickets by themselves and get a refund in Beijing. The refund will be of : 1530 $ for North America; 1300$ for Europe; 2900$ for South America; 810$ for the other regions.
These helps will be added to what their research centers and their universities can propose to the speakers, while the chairs of sessions, them, will be completely financed.
− The principle which will be adopted for the oral communications will be the following: we can speak in his native language, but must provide the text in English. There will be 3 screens: on for the projection of the images, one for the Powerpoint in English with the text and one for the Powerpoint in Chinese.
An exchange follows the presentation of LZ. TD raises the question of deadline for the call for papers which is fixed to the end of June 2015. MC proposes that if we are lacking proposals, the deadline can be extended. TD asks if at present the Chinese committee received many proposals. LZ answers that they were already numerous. UG would want to know quickly in which section we can receive new proposals.
Concerning the pre-conference, UG suggests asking to the members of the Bureau who can go to Beijing. He also specifies that he is going to meet the ambassador of China in Germany and that he can speak to him about the congress.
PS reminds that for the colloquiums, such as Rio, the use is that the members of the Bureau ask to their institution to finance their travel.
6. Colloquiums 2015
a) Brazil: CM informed the Bureau that for the conference New Worlds: Frontiers, Inclusion, Utopias, 96 proposals of communications were received. 33 speakers were selected among which 30 internationals and only 3 Brazilians. TD is delighted of this openness. Many PhD Students coming from Mexico, Colombia, and naturally from Brazil, will participate.
The Getty will finance 20 PhD Students of Latin America. Terra Foundation participates so generously in the organization of the event. There will be 7 invited speakers. The colloquium will take place from 25 to 28 August 2015, in parallel with the congress of the CBHA (Brazilian Committee of Art History), which will begin one day earlier, from 24 to 29 August.
The speakers will be accommodated in the same hotel, in two subway stations of the place of the colloquium. The Argentine and Colombian colleagues participated, as well as certain European colleagues, to the organizing committee. There will be several events in conjunction with the Goethe Institute and the Dacos House. Acts will be published thanks to the help of Terra Foundation.
b) Rome: CC and MR present the colloquium The Silence of Images. Theories and Processes of Artistic Invention, who will be held on December 11 th and 12 th 2015, within a partnership between the University La Sapienza, the MAXXI (National Museum of the Arts of the XXI century), the Kunsthistorisches Institut and the Cabinet of the drawings of the Uffizi Museum of Florence. The program is very rich and articulates several historic periods. A reception will take place in Vatican.
7. Statutes and organization of the CIHA
TW makes circulate a paper summarizing the reactions to the proposals of modification of the writing of the statutes, but the Bureau decides unanimously to postpone the examination and the vote in its next meeting which will take place in December 2015 in Rome, on the occasion of the colloquium organized by the Italian committee.
8. Diverse Questions
For lack of time, the diverse questions are put back in the next meeting between members of the Bureau.
