1. Accueil
UG ouvre la séance à 10h10 et se félicite de ce qu'il a été possible de tenir cette réunion dans un lieu prestigieux, à l'Academia Nazionale di San Luca, à deux pas de la Fontaine de Trévi. Il en remercie Francesco Moschini, le directeur, qui a tenu à dire quelques mots et à souhaiter la bienvenue aux membres du Bureau. UG félicite MF pour l'excellence de son exposition "Raphaël, Le Parmesan, Barocci. Métaphore du regard" et adresse ses souhaits de bon rétablissement à Claudia Cieri Via, qui a organisé ce magnifique colloque qui vient de se terminer au MAXXI. Il souhaite enfin la bienvenue à MR, qui en sa qualité de secrétaire du Comité Italien d'histoire de l'art fera, avec MF, le point sur la préparation du Congrès 2020 en relation avec CMa pour le Comité Brésilien.
UG rappelle que le prochain colloque aura lieu fin février à Bruxelles, où il espère que les membres du Bureau qui le souhaiteront pourront venir, même si aucune nouvelle réunion du Bureau n'est prévue avant septembre 2016 lors du Congrès de Pékin. On passe à l'ordre du jour.
2. Approbation du compte-rendu de la réunion du Bureau de Zürich (23 mai 2015)
Le compte-rendu est approuvé à l'unanimité, et TD et le secrétariat de Paris en sont remerciés.
3. Rapport sur l'organisation du Congrès de Pékin (2016) par LZ
Au nom du Bureau, UG remercie d'abord LZ pour l'excellent travail du secrétariat du Congrès. Il se déclare très heureux que tous les documents aient été envoyés aux intervenants, et signale qu'il a déjà eu un retour très positif de la part de nombre d'entre eux. Le Congrès 2016 du CIHA en Chine est vraiment dans une excellente voie, et UG salue la patience des organisateurs qui ont pris en compte toutes les demandes du Bureau!
LZ commence par dire qu'il a assisté, à la demande de UG, au premier jour de la réunion du CIPSH à Pékin, juste avant de partir pour Rome. Il confirme qu'en 2017, une conférence du CIPSH sera organisée à Bruxelles, sur la question des humanités, et que le CIHA est plus particulièrement chargé d'une réflexion sur la part des arts dans la société.
TD et PS rappellent que pour l'instant, après vote du Bureau lors de la réunion de Zürich, la participation financière du CIHA au CIPSH est suspendue. Pour ce qui est du Congrès de Pékin, LZ confirme que septembre est une bonne saison en ce qui concerne le climat, si l'on compare au terrible smog qui couvre actuellement la capitale chinoise, et qui lui a occasionné, personnellement, un gros rhume!
Le Congrès compte 21 sessions, qui se tiendront en parallèle, le lundi 19 étant réservé pour la visite des Palais.
Chaque session durera un jour et demi, ce qui représente 15 interventions.
Le lieu sera l'Université de Pékin (PU), qui possède plus de salles de séminaire, un auditorium, et où seront construites dix nouvelles salles de séminaire. Les cérémonies et les conférences de prestige auront quant à elles lieu à la CAFA (Central Academy of Fine Arts).
Environ 250 intervenants sont attendus (donc 10 à 15 intervenants par session), sans compter les jeunes chercheurs dont ceux d'Amérique latine et des pays en voie de développement seront financés, notamment par le Getty.
Il y aura des aides financières au voyage et au séjour pour tous les intervenants. Les frais de déplacement et d’hébergement des présidents de session internationaux et les juniors (résidant hors de la Chine) seront financés par la fondation du Getty. Pour ceux qui résident en Chine et pour les membres du CIHA, ces frais seront couverts par le CIHA-China. Le comité chinois va réserver les hôtels pour tous les présidents de sessions (à l’exception des résidents chinois) et pour les membres du CIHA. Les présidents de sessions peuvent réserver les billets d’avion par eux-mêmes et obtenir le remboursement à Pékin. Le remboursement sera de : 1530 $ pour l’Amérique du Nord ; 1300 $ pour l’Europe ; 2900 $ pour l’Amérique du Sud ; 810 $ pour les autres régions. Ces aides s'ajouteront à ce que leurs centres de recherche et leurs universités pourront proposer aux intervenants retenus, alors que les présidents de session, eux, seront entièrement financés.
Le principe qui sera adopté pour les communications orales sera le suivant: on peut parler dans sa langue maternelle, mais on doit fournir le texte en anglais. Il y aura 3 écrans : un pour la projection des images, un pour un Powerpoint en anglais avec le texte et un pour le Powerpoint en chinois.
4. Revision des statuts (Toshio Watanabe)
TW rappelle le long processus de discussion et d'élaboration des nouveaux statuts qui seront proposés à l'Assemblée Générale à Pékin. Il remercie les membres du working committee pour leur engagement et il présente au Bureau la nouvelle rédaction des statuts du CIHA.
La discussion porte d'abord sur le nom de l'organisation : il est décidé à l'unanimité de maintenir en premier le nom historique auquel correspond l'acronyme CIHA, "Comité International d'Histoire de l'Art", et de le faire suivre immédiatement, après /, de "International Committee for Art History." On parlera également de Congrès mondial d'histoire de l'art (the CIHA Word Congress).
On discute ensuite la formulation la plus générale des objectifs du CIHA et la phrase suivante est adoptée à l'unanimité : "1. To develop the study of art, visual culture, and material culture in all their diversity across history and across the world."
Par la suite, TW explique que la refonte des statuts a notamment pour but de favoriser le renouvellement des membres du CIHA occupant des charges dans l'organisation : il est décidé que tout membre du Bureau ne pourra exercer plus de deux mandats, quel que soit la fonction exercée, sauf dans le cas où un membre serait amené à devenir président après avoir été l'organisateur du Congrès mondial d'histoire de l'art. Les nouveaux statuts sont adoptés par le Bureau et seront donc présentés à l'Assemblée Générale de Pékin.
5. Congrès 2019-2020 (Marzia Faietti, Claudia Mattos)
MF et CM rapportent au Bureau leurs premiers échanges pour l'organisation du Congrès commun Florence/Saõ Paulo sur la question générale de la métamorphose et de l'animation des œuvres d'art. MR expose la richesse du thème et de sa bibliographie. Il en trace les contours philologiques et intellectuels. Les comités italiens et brésiliens expriment leur intention de travailler en étroite collaboration pour un congrès qui sera parfaitement original dans l'histoire du CIHA. Le débat porte sur l'organisation de deux ensembles de sessions, l'une à Florence, l'autre à Saõ Paulo. A priori, on ne pourra faire une proposition de communication qu'à un seul des deux lieux. On encouragera les échanges de thématiques : par exemple art et animisme à Florence, et métamorphose à Saõ Paulo. L'idée est également que l'on puisse transmettre ce qui aura été discuté et établi en 2019 au second volet du Congrès. Beaucoup de questions d'organisation intellectuelle et pratique doivent être traitées par les comités organisateurs en liaison constante avec le Bureau du CIHA.
6. Questions diverses
Le principal point abordé est la question du maintien du CIHA à l'intérieur du CIPSH (UNESCO). Le Bureau constatant qu'au cours des dernières années, la contribution financière apportée par le CIHA au CIPSH n'a pas permis en retour d'obtenir des aides substantielles pour son développement à l'international, décide de suspendre le versement de sa cotisation, et donc de se retirer jusqu'à nouvel ordre du CIPSH. Les membres du CIHA, qui, ès qualités, participent aux activités du CIPSH ne pourront le faire qu'à titre personnel.
Le Président annonce que la prochaine réunion du Bureau aura lieu à Pékin, où se déroulera pour la première fois un Congrès du CIHA en Asie.

1. Welcome
The meeting opens at 10:10. UG welcomes the members of the Bureau and shares his joy that it was possible to hold this meeting in such a prestigious place, the Academia Nazionale di San Luca, close to the Trevi Fountain. UG thanks Francesco Moschini, the director, who wished to welcome the Board members. UG congratulates MF for the splendid work she did with her exhibition: “Raffaello, Parmigianino, Barocci. Metaphors of the Gaze” and wishes Claudia Cieri Via a speedy recovery, who planned the wonderful colloquium which just ended at the MAXXI. He then welcomes MR who, as the Secretary of the Italian Committee of Art History, will review, with MF, the preparation of the Congress of 2020, in contact with CMa from the Brazilian Committee.
UG reminds that next colloquium will take place during late February in Brussels, and he hopes that the Board members who wish to attend will be able to, even though no board meeting is planned before September 2016, during Beijing Congress.
2. Approval of the minutes of Zurich (May 23, 2015)
The minutes of the Bureau’s meeting of Zurich, May 23 2015, are unanimously approved.
3. Report on the organization of Beijing Congress (2016) by LZ
On behalf of the Board, UG first thanks LZ for his excellent work on the secretary of the Congress. He declares he is very happy that all the documents have been sent to the speakers, and signals that he already has had very good feedbacks from many of them. The 2016 Congress of the CIHA in China is on an excellent path, and UG salutes the patience of its organizers who have taken into consideration all the demands from the Board!
LZ starts saying he attended, upon request from UG, the first day of CIPSH meeting in Beijing, just before leaving for Rome. He confirms that in 2017, a CIPSH conference will be organized in Brussels, on the question of humanities, and that the CIHA is specifically in charge of reflecting on the place of arts in society.
TD and PS remind that, as of that day, after the Board’s voting during Zurich meeting, CIHA’s financial participation to CIPSH is on hold.
Concerning Beijing Congress, LZ confirms that September is a good season for the climate, if compared to the terrible smog currently covering the Chinese capital, and which gave him a bad cold!
The Congress will count 21 sessions, host simultaneously. Monday 19 will be dedicated to the visit of the National Palace.
Each session will last a day and a half, constituted by 15 speaker sessions.
The venue will be Peking University (PU), which has many seminar rooms, an auditorium, and where ten new seminar rooms will be created in the following months. The ceremonies and the keynote conferences will take place at the Central Academy of Fine Arts (CAFA).
About 250 speakers are expected (10 to 15 speakers per session), not counting young researchers from Latin America and developing countries who will be financed, by the Getty Institute for instance.
There will be financial travel support for all speakers. Traveling and housing fees for the international session chairs, as well as for the juniors (not coming from China), will be taken in charge by the Getty Institute. The fees for those originating from China, as well as for CIHA members, will be covered by the Chinese CIHA Committee. The Chinese Committee will book hostels for all session chairs (save Chinese chairs) and for CIHA members. Session chairs can book their flight-tickets themselves and get repayment in Beijing. This repayment will be of $1,530 from North America, $1,300 from Europe, $2,900 from South America, $810 from other regions. These are to add to the funds individually provided by research centers and universities, whereas the session chairs will be entirely funded.
The following principle will be adopted for oral communications: one can speak in their mother tongue, but has to provide an English written translation. There will be three screens: one for the display of images, one for a Powerpoint with English text, and one for a Powerpoint with Chinese text.
4. Revision of statutes (Toshio Watanabe)
TW reminds the long discussion process which led to the elaboration of new statutes to be presented to the General Assembly in Beijing. He thanks the members of the working committee for their engagement and presents to the Bureau the new version of the CIHA statutes.
The name of the organization is the first point to be discussed: it is unanimously decided to maintain in first position the historical name corresponding to CIHA: "Comité International d'Histoire de l'Art", followed by a /, and the English translation: "International Committee of Art History." It will also be said "CIHA World Congress."
The second point to be discussed is the formulation of CIHA's goals, as broad as possible. The following sentence is unanimously adopted: "1. To develop the study of art, visual culture, and material culture in all their diversity across history and across the world."
TW then explains that the revision of the statutes has for aim to encourage the renewal of CIHA members holding an office: it is decided that all Bureau members will not be allowed to hold more than two mandates, whichever office was held, except in the case where a member would become president after s/he organized one of the World Congresses.
The new statutes are adopted by the bureau and will be presented to the General Assembly in Beijing.
5. Congress 2019-2020 (Marzia Faietti, Claudia Mattos)
MF and CM report to the Bureau their first exchanges for the organization of the joint-Congress Florence/Saõ Paulo, on the general topics of metamorphosis and the animation of works of art. MR shows the richness of the theme and of its bibliography, and defines the intellectual and philological stakes. The Italian and Brazilian Committees express their intention to work together for a Congress that will be totally original in the history of CIHA. The debate is on the organization of two groups of sessions, one in Florence, the other in Saõ Paulo. In principle, it will be possible to present a paper to only one group out of the two. Thematic exchange will be encouraged: for example art and animism in Florence, and metamorphosis in Saõ Paulo. The idea is also that what will be discussed and established in 2019 can be transmitted to the second part of the Congress. A lot of questions on the organization remain to be dealt with by the organizing committees; they will continue to work on it, in collaboration with CIHA bureau.
6. Any other business
The main point discussed is that of CIHA's remaining in CIPSH (UNESCO). The bureau has noticed that during the past years, CIHA's financial contribution to CIPSH has not been returned with support for the international development of the association. It is decided to suspend the subscription, and to withdraw from CIPSH until decided differently. CIHA members who, ès quality, participate in CIPSH will have to do so on an individual level.
The President announces that next Bureau meeting will take place in Beijing, where CIHA Congress will take place, for the first time in Asia.
